Still having issues with my stock 99.

The bike starts first crank every time when fully choked.

When at full choke the bike only gets to 2300 rpms.

If I turn the choke anywhere below 50% the bike dies. If I give the bike any gas with the choke on it dies. The bike starts back up every time first crank.

When I give the bike even the tiniest bit of gas when choked it bog, coughs and pops out of the carbs and dies. The bike does the same thing from 50% to 100% choke any less it will not run at all.

I hear what sounds like fluttering and vacuum coming from the carb inlets when running.

With help from some awesome folks on the site here is what I have done so far.

All new lines
New plugs
Fresh gas
Removed carbs and cleaned them. They did not look bad the only thing I could see was the rubber gasket that seals the float bowls was a bit flat and warn. Also one of the heads on one of the jets was chewed from screwdriver.
Verified slides were nice and smooth
Set float height
Turned up idle
Sprayed WD40 to make sure no air leaks
Verified spark both cylinders
Verified throttle and choke cables OK

I just do not have any idea what to do next.

Do you think there is something wrong in the carbs I can't see with the naked eye? Should I skip lunch this week and buy jet and carb rebuild kit?

Any help of any kind would be greatly appreciated.

have you checked the pet chicken ? maybe its a little colged .could  have you checked the tank for rust ? if theres ust a little rust in there ..thats all it would take to clog up a jet .
