Nope ... paper thin steel.
You'd be surprised how thin ... lets see, your handle bar wall, prolly 2 X as thick as the frame ... that's right ... the bars are twice as thick ... the bar is 1/16th wall, the frame is prolly 1/32nd. If that.
Cool.

Buddha's seriously right on that.  Weld on it and you'll find out real quick how thin it is.  Yes I know this is old.  Page five hundred and eighteen to be exact, still interesting though.

I have yet to measure a frame thickness less than 1/16 in, I'm not sure where it would only be 1/32(?).  The cross-members are much thicker at 1/8 of an inch wall thickness tube.  Based on the hardness I believe the frame is a low-carbon steel.  Based on the microstructure it looks to be processed annealed. I don't think the cast sections are cast iron, I believe they are cast steel but don't have any measurements nor do I really care.   TIG welder 100% argon 1/16-3/32 2% thor DCEN HF-start start out at about 60 amps and regulate with the foot pedal, should be fine.  The thicker crossmembers welded pretty easy, I'm not finished cutting on the thinner material.Welding on sheet metal takes a little practice.
