What causes my RPM'S to go about 4000 when i turn it on without choke?

Your choke is either hanging open, or the rubber on one , or both, choke plungers are worn.  You have a '00 model, so the picture that Kerry has would apply.  Search 'picture choke' with the username 'Kerry'.

if its not a stuck choke. rejet solved my high idle problem. I could not get the idle to drop below 3500 then I put in the right size jets and bike was like new. 2 questions, does this happen with the bike in neutral? and when you rev it are the rpm's slow to drop? you might have an air leak somewhere in the system.

Also, the idle screw might be set too high.

You may also have a problem with not enough free play in the throttle cable.  There should be 0.5 - 1.0 mm play at the handlebar end of the outer cable.
