I want to know what the internal volume is. AKA ... filling the frame with a liquid after blocking off all the holes ... How much liquid will be needed.

Its for POR coating the inside of it ...
I only have 1 gallon of the POR's metal ready. I will first have to do marine clean then metal ready. That should tell me.
The final step is POR 15 and I want to have the frame well and truly measured so I take that thing and pour in just enough to sit in the main spars. Then flip it back and forth, then drain it through the seat rails. I suspect the upper rail will be a dead end for it. In any case it should be thin enough to run everywhere, plenty enough to easily coat all surfaces and still drain out and leave my frame coated. I think it should be like the consistency of water. 1-1 atleast with acetone.

That is too much. Buell holds barely 4 and its frame is massive. Its also intended to be massive. The swingarm isn't included in my "Frame", neither is the removable frame section on the right.
I am pretty much filling it with etching acid, then with POR 15 diluted to coat all the surfaces. I think if it fills up the front 1/2 I am good, I should be able to flip flop it and coat it all and then itp it to drain and get the frame rails done and have very little left to drain.
The first step is the marine clean step which will tell me how much I am looking at effectively. The etching step can be handled with less acid than the full volume as can the cleaning step, but I want to have a good idea of the volume so I can put in about how much I'd need after mixing acetone with POR 15.

I have gotten this far, just take it that extra 10 feet and be a 100%.
Engine is out, frame has been welded up and ground smooth, the last step is powdercoating. Just thought I'd coat the inside with POR 15. Couldn't hurt ... besides, inside it it always has a bit of rust. The holes in the frame all look brown.

OK the frame probably holds about a gallon. It will leak like a sieve with ~ 3/4 gallon.
The cross brace that the center stand is fitted on will be the worst part to seal up. Its actually a thing where its got huge slots across and the hole is behind a brace that covers it. With 1/2 a gallon I get leaking out of the front brace on the left where I cannot close it with my silicone plugs cos its got a stupid thing inside the hole ... just inside that hole.
Anyway, 1 gallon will fill up the spars if you tipped it on its neck. The tail will ahve to get coated when it drains when I sit it on its tail to drain out the tail.

OK done. Put in 1 quart of very runny POR like 1/2 and 1/2 with acetone. It leaked out of 2-3 spots ... but I quickly flipped it from one side to another and nose to tail and what not ... just as it starts pouring out I'd flip it over. Then 10 mins later I went to full thickness POR ~ 1/2 quart and it was flipped over few more times. Its now drying out and every silicone plug I put in has been splattered with POR 15 so I know its everywhere.
The lesson learned here is ... full thickness POR is thin enough to get everywhere. especially if its new POR and not old ass crap. But ... it will probably need a quart+ maybe 2 qts and that will turn your 30 lb frame into a say, 40 lb frame. Thin POR coats well and I followed it up with thick POR so I know its all coated in there.

I don't think it should have taken even a quart to seal the tank. I would have just wrapped all the "leaks" with scotch tape...that's my normal procedure.

Dude - frame not tank. Remember surface area ... 1 gallon volume but like 20 times the surface area of the tank prolly.
Anyway I used silicone plugs, hot glue and inner tube and still a bunch got out.
