Well.. Most likely it would be the states that sell the most

#1 Cali
#2 Florida
#3 PA

For the most part you are going to pay about the same no matter where you live. For a track bike or Dirt its best to buy out of state, then you do not need to pay tax  :thumb:

I know that here in VA the price swings a good bit depending on the county that the dealer is in. 

The disadvantage, at least her in VA, if you buy a bike/car/anything that needs to be titled out of state when you transfer the title to VA you are going to pay taxes on it again, this is why I havn't considered buying out of state, double taxes suck.

Damn didn't know they could do double taxes.  Here in Ga if you buy a bike / auto out of state and pay the tax there, Ga collects it from where you bought the bike / auto from.

Cheapest state to buy a bike.  I have no idea about that but it just depends on the dealer around here, I have 4 dealers suzuki dealers in a 45 min radius and all of them have different prices.  Best thing to do is walk in and ask what's the otd price on a bike, have them write it down and go to another dealer and ask the price.  It's time consuming but it's the best way to get the best price possible.

Buy used? Just a suggestion, unless you're upgrading it's not really a good idea to buy new. New rider like to drop their bikes.
