NO!The dust seal,as you call it,is a fork wiper and is visible at the top of the slider. The fork seal set under the fork wiper and is not visible until you slide the wiper up the fork leg.By the way the lower portion of the fork is called the slider.I just rebuilt my forks last night.it's fairly simple, but you need a shop vise or a buddy wit a good grip.

Those are fork wipers, aka dust seals. If yours are cracked replace them or your seals will start leaking.Debris gets under the wiper and groves up the fork leg as it slides up and down. This causes the fork seal to leak.

I have a GSX 600f front end ,

Yep the kat front is the same as the GS,the tubes and sliders are bigger.I don't know about the valve down inside. It maybe different. To get the fork seal out you have to take the fork tube out of the slider. To do that, you have to pull the valve out of the fork, and then, with a quick hard yank(),they'll pull right apart.I didn't have to replace the bushings.I replaced the springs, wipers, fork seals, spacers and oil with 15w.Don't get heavier springs for the kat front, just put in 15w oil.I weigh 205lbs(not sure what that be in kg)in gear and the progressives are to stiff. :thumb:

By the way,I rebuilt my gs forks, just added springs and 15w to the kat fork.Sold the springs, and went back to my GS forks. The stock Kat forks are going on my project bike.  :thumb:

If I rebuild the Kat front when,I put it on my project,I'll  at least do a write up with pics, maybe video.
