I just received a new bar end stock and i went to install it and cant figure it out the whole thing slides in and nothing holds it in. If that makes and sense
the rubber part will expand when you keep screwing it in, therefore holdding it in!
The rubber plug 12 expands and grips the inside of the handlebar. Put screw 11 thru the weight and screw nut 13 on until it bottoms, put on rubber plug 12, and then the other nut 14. Put in handlebar and turn phillips screw to tighten. Might need to move it back and forth a bit while turning screw until the rubber grips and then it will tighten as the nuts move towards each other and squeeze the plug.

Tighten just enough that the bar end doesn't spin freely and can't be turned by hand easily.I changed a friend of mines. He kept loosing them.I found out that he was using a battery powered drill and was over tighten them. The rubber would split causing the bolt to loosen and then the unit would fall out from vibration.
