I don't know about that. I was looking at the parts fiche on bike bandit and it looks like some of the parts have been discontinued.  Even if you can buy it from the dealer, it would be way over priced. Your best bet would be to post a wanted ad here, or keep an eye open on ebay.

You can get aftermarket clip-ons, like vortex or woodcraft for around $70-$90. They got them all over ebay, just make sure you get the 37mm ones.

I think that even with the '89's, you will have to do some modding. The gs has had some significant changes over the years that prevent the OEM clip ons from just going straight on.

If you want to put the clip-ons above the top triple, you'll have to lower the forks a bit and maybe take the top plate off. If you want to put the clip ons below the top triple, then you will definitely need to move the forks up to keep the handlebars from hitting the tank, since the tank on a gsf is more flat, and wider than that on a 89 gse.

No mods needed for the 89 clip ons...at least I didn't need to mod anything to put them on my '99. The bike has stayed pretty much the same the whole time it's been made.

89 is a direct fit on a 89-00 bike.
I have a good powdercoated one - all shiny black, and I'll toss in a shiny black top plate of the dash to match, you just send me yours when you get mine.
All for $100.
On a 01-08 bike you need to bend the bars out ~5 degrees else they hit the tank.
Cool.
Srinath.

I have a set that I'm not using, came off my 04 gs....direct bolt on, no clearance issues, I can lock the bars etc.....doesn't touch the tank on either side.

I'll entertain offers, have pics....but Srinath's deal seems unbeatable....I paid a lot more...bought them from e-bay, replaced the bars with vortex and had them sprayed at a bodyshop, ouch...
