Pre 84 ... 1100's are worth something ... the 650, 750 etc etc have transmissions that tend to die. Now 1100's also lose transmissions ... except you can put it in 4th gear and flip the bike over and open up and access the tranny and fix it. The smaller ones ... tranny goes and its worthless. I have heard ... the more deceitful people tend to put in some other problem that prevents you from trying to ride it.

It is riding season. If it truly starts/runs/shifts/stops/turns/etc without anything weird/scary happening, and it passes inspection as is, of course it is worth $600. If it does not do even one of those things, don't waste your time unless you dream of a building a ratbike. In perfect tune, it still would not be worth $1K.
I've gotten some really nice bikes for less than that but I agree 600 for a good running bike isn't bad. That being said, the dents in the tank tell you one story, and I really don't like the fact that the mileage is unknown. I personally would steer clear but its your decision.

27 year old bike and you expect to decide from a few comments on an ad. Every bike is different. Ride it, take it to a mechanic, ride it again. If you have to have it, pay $600. Just realize that if you need a new gas tank, it might cost you another $600 next week. And so forth.

Only way to see if it runs is to ride it.
IMHO, you have a perfectly good GS, why waste time on a POS. It ain't like you can ride 2 bikes at once. If you want a project, get a non runner something with title that is still made and a good runner (same bike) with no title, and move the needed parts over.

I wouldn't call it cheap. It is probably priced right if it is accurately described. That is not a bike to spend effort fixing up. That is a bike to ride into the ground and throw away.
