Will the riser shown at this link work with the standard bars on a 2002 GS500E?

Yep, they also make one that is 1" up and 1 3/8" back for the GS.

I installed a set of these just before my BC trip. Because of the angles involved, the 1 3/8" offset cancels some of the 1" vertical rise, but the bars are definitely brought closer to you:

Also, the fork caps are no longer covered by the handlebars, if that's significant to anyone. In fact, I finally installed the risers because I pulled the handlebars to install Progressive springs. Maybe if I had pulled them back when I got the risers, I would have put the springs in a long time ago!

Yeah, the bike in the pictures is a '99. The '96 will be identical as far as these risers are concerned.
Maybe the better question is: Will they for sure work on a 2001+?
work on all except 89 with clipons
If you are cheap, or just want to demo before you buy...
You can pick up a second set of bar clamps, the top part and use them as riser blocks with longer bolts.
