New Carbs?  You put 2 new carbs on it?  Why?

What were the results of your compression test?

Are you positive that you are getting fuel and spark?

Not a lot of information here....

You should check the carb balance too if you are getting uneven fuel delivery.  The valve clearances could be suspect as well.

Also, with the leaky petcock, try it on prime or just bypass it if you have enough fuel line for testing purposes.

Best of luck
