Vortex and Woodcraft both make clip-ons, and I believe theres a mod kicking around here somewhere for early model CBR600 clip-ons will work.  As long as they're 37mm, you good to go.  Guess it all depends on your budget.

I am looking to spend under $50 for the bars, read that someone was making them. I wonder if he is still doing it.

Your probably thinking about bars from Buddha, not sure if he is still making them but PM him and ask!
