Yes buy new. These are perishable, 10 years max, maybe closer to 5-6 ... I'd spray them with silicone a few times a year and maybe spray vaseline (PB blaster sells stuff that is that, but smearing vaseline will work just fine) but ... huge huge huge but ... vaselne is one of the most cumbustible substances on the planet. Make sure you smear very little, and make sure you wipe it off before you start riding it. So its a good option for storage but not for when riding season is on.
BTW can any of the old timers tell me if the old jeeps smeared with cosmolene crack is true, and if so what did they do to get rid of the cosmolene when they started using them.

Likely true. I have a manual for an electric generator of that era (OK, I have PDF of said manual, and opted not to get the generator - which uses the same engine the jeeps did. Free, but too heavy for me to deal with moving it.)
Various parts are to be washed down with dry-cleaning solvent (cabon tetrachloride, given the era) in the unpacking process to remove rustproofing oil (most likely code for cosmoline, but possibly not).
