All caps stating "SOLD AS-IS...NO REFUNDS" generally means that it is trashed.  Otherwise they would have told the bidders how nice it looked.  At least that's the way it seems to me.

What did you do to polish it?
I just bought one and it's been in a lowside. I don't expect to get all the scratches out but would like to give it the once-over. What should I do? Pkaaso suggested hitting it with progressively finer sandpaper then polish. Any ideas?

well luckily there was NO rash on the pipe. but there were tough water spots and stuff, i just used the dremel polishing tip (the one with the polish in it) and added more polish. don't go higher than 7 on the dremel. also, you will have to hand polish it afterwards to get the faint lines the dremel makes. as far as the rash goes, it's aluminum, don't they have a wheel for aluminum? you might try a search for 'repairing a polished aluminum finish' on yahoo. ???
