Yeah, I tried to start bike in "Pri" after rebuild. It flooded. The plugs were wet, and the carbs leaked.
Carbs were cleaned during rebuild...
Should I change oil and try to start with frame petcock in the "On" position? Or is it something else?

Is your float height set correctly?
Are all of the o-rings you put in after rebuild in good condition and seated properly?
Shouldnt have anything to do with being on PRI
As bass said, check your float height... Even w/ the PC on prime it should not leak. Be sure the carbs are assembled correctly... I have seen the bowls on the wrong carbs (aka backwards)... GO over the carbs well, set the float height and you should be good

That is the right tank and where the Fick is your emulsion tube/main jet ???

Buddha, thanks for checking this out... Main jet was out to get new o-ring. Old one was flattened and brittle...
From this point of view, do I push the tab down to adjust the float level?

Looking at it that way up (upside down) you would bend the tab down to lower the float level. ie bend tab closer to needle valve to lower fuel level.
It is unlikely that it would flood due to wrong float level unless its way off, more likely a stuck float needle.
Main jet doesn't have O ring ...
BTW on an 04+ I rarely have to adjust the float level, that tang is so thick and so hard, it barely ever goes out. On the 89-00 style you have to set it right every year almost. Less often if its ridden.

Yeah, I found crushed and brittle o-rings so I am replacing those. I am replacing all the o-rings since I have it apart.

Like I said man, there wouldn't be any in the main jet emulsion tube area. Yes they are under the white slide guide, but you already have that back in, cos the needle is in ... so you had to have the guide re fitted.
Well, I guess its your carb, you're free to put O rings where ever ...

Hate to disagree with you budha but last night i finally got around to putting in the mids that you sent me but i also looked at the main jet and their is an o-ring that goes where he has the main jet removed in his picture. Also the bike runs great now with the 65 mids for K&N lunchbox and jardine exhaust.
