Sometimes my front blinkers start blinking faster than normal. A kind of tic-tic-tic-tic instead of the tick, tick, tick
I can see the strength of my headlight fluctuating in a direct relationship to my engine RPMs
If I have the neutral light on, it will dim in and out with the blinker, or headlight, or brakelights.
Just a bad battery? This would be odd as I just put it in before winter, but it was a $40 Thai job so maybe that is why.

When your indicators start to go tic-tic-tic as you say, check to see which ones are flashing.
I had this problem and noticed my rear left indicator stopped working. Once fixed (bad connection) all was well again.

When a turn signal bulb burns out or is disconnected, the relay will end up switching twice as fast. I would agree with conoral11 in that you probably have a bad connection to one of your signals and it's sporadically being disconnected. Next time your signal is flashing faster than normal, check to see if the other one on that side is flashing at all.
As for the headlight fluctuating, that's normal. At idle the alternator doesn't quite produce enough power to sustain all the lights at full capacity. Once you're moving though it should be fine.
I'd suggest checking your rectifier voltage output
Does it happen to one of the turn signals or both?
I'd also check battery voltage with key off. Battery voltage with engine running. Do load test on battery to make sure it's good.
