There are a lot of people over here (UK) that use them.  They are for clip on tank bags (as opposed to magnetic ones).

If you look on the bagster website you will notice that they make them for pretty much any bike you can think of.  And they reproduce the colour scheme of the tank too.

Ive had one of these on the last 3 bikes - VFR, blade and CB1300 - and they are fantastic.

After 2 years the blade tank didn't even have any swirl marks, and I only needed a new cover for the CB - the bags are universal.

I've got a magnetic bag for the GS and scratched the tank within a month.

That vinyl... eeeewwww...
The coolest (well the only cool) tank bra I have seen... was made of neoprene... like a wet suit... and was fitted to a 900RR... The guy said he made sewed it himself... (Yea a little girly but looked cool)
