Depends on how much you want to spend. If you can afford the TourMaster Cortech Air (GX?) pants, get those, they have a textile strength of like Denier 1000. But if you can't (like me), the best protection for your money I have discovered is the Fieldsheer Astro pants as they are between $84.99 and $99.99, and have CE appoved armor in both the hips  and knees. I found the best price on Parts411.com ($84.99), beware of the short leg version, and inspect the armor when you receive your order, I had a bad experience, when ordering mine from Brockton Cycle.

Can you wear the Fieldsheer as over pants?  Is it really tight?

You could if you get the next size up, I would think. That might be better to get the leg length. I did forget to mention that the pair that I ordered, while not being the short leg version, was a little short when I sat on the bike, exposing my ankles, but I was planning on getting a pair of riding boots anyway.
