Where does this connect it comes off the the bike petcock
You're re-installing the carbs, and you're asking about the upper T-fitting, which connects to the CV diaphrams? That fitting breaths to open air. I have nothing connected to it on my race bike, but on a stock GS, it runs over the airbox, and the tube is open to the atmosphere.
The lower T-Connection leading into the float bowls connects to the fuel petcock.
What about the bottom pic ,the line looks like a vacumm line and one end is attached to the petcock that is on the bike and I have no idea where it connects to

Not sure what picture you're talking about, but your description would lead me to believe that you're talking about the vacuum hose, which connects to the port on the left carburetor (near the top of it, toward the front of the bike on my 2000, not sure if your carbs are any different, but the hose should still connect to a carb).
Put a manual diagram or pics of your carbs.
The top T goes to air generally ... however on 01, it goes to this and that which goes to air. make a mistake and the whole world will then be eaten alive by swallows ... yes swallows, that is why they are called swallows.
Cool.
