This is the luggage rack my dad (GSJack) made. I added the eyebolts and the lower mount to the rack. They give 4 good points to hook bungees to. It includes the grab handle and all the hardware needed to mount it. It will work on 1989-2000 as is. It would probably need some modification to work on the newer bodywork. $30 shipped in the continental US.

This shows the lower mount on the rear fender. Two holes will need to be drilled to mount it. With the lower mount in place, the rack will support a Givi topbox. Without it, the rack is only good for lightweight items.

I would have never of thought of doing it like that but it makes sense as I never use the hanle any way

There are three screws through holes drilled in the grab handle. I got them fastened down good last night. They are a 1st class b!tch to tighten down without disassembling the rack, so I'm keeping it fastened down.
