Title: Throttle installation and a spring on the turn signal?

So i just started replacing my bars and took everything off the old bars... the throttle assembly has 2 places it looks like the throttle cable can go in.. which one of the two do i put the throttle cable in?
Also there was a spring and a plastic piece under a 3rd screw on the turn signal assembly.. what does this do and is there an improper way to re install these?
Just started to rain when i was going to drill the hole into the bar so had to cover everything up and figured this was a good stopping point to make sure this get installed correct.

So got all that figured out, the problem i am having is the left hand controls (choke, turn signals) wont tighten to the bars (rotates on the bar)... how should i get these to tighten down?

I've found in other projects that a strip of rubber can help solidify a bracket clamping onto a metal tube. Doesn't have to be thick, a piece of a bicycle inner tube will work. Cut it so that it won't stick out past the bracket, and it will look clean.
