Title: GS500 FK9 (2009) Carb Jet Needle Shim Help

So, I ordered the Buddha kit (it's coming), but have a question with regards to shimming the needle.  Read how to shim the older carbs, and looked (and looked) but didn't see anything on the newest carb.  I have a 2009...last of the last in the USA.  Bought brand spanking new with .1 miles on it so I know no one has opened the carbs.  I do all the work myself.

Seems that the needle layout is different.  See the link below for a picture of this.  It goes white "stopper", very thin washer, C-Clip, white plastic spacer, thicker washer.  Both carbs have this setup:

IF I need to shim (will determine how the jets alone work...still waiting on the kit), do I just shim the #4 washer between the C-Clip and white plastic spacer?  Also, the white plastic spacer does NOT move freely on the needle.  As you can see, the needle has a slightly larger diameter towards the top, and tapers to the bottom.  I'm sure this is normal.
