Grrrrr I hate it, hate it, hate it, and I am getting refund.
In fact I have 2 years I have to do now both are refunds, and I still hate it.
They should properly deduct it and never have any one needing to do a refund.

I owed $1700 this year as my daughter moved for college. So I dropped my withholding number to increase my withholdings. I dropped from 3 to 1. Did they withhold more money out of my checks since? Hell, no! I'm gonna owe again if I don't drop it to minus 1! Dumbass government!
I have them take more than I think they have to out of mine so I can get the refund. I know it might make the most sense for them to just take the right amount, but I like to think I'm getting bonus money. It's like how I set the clock next to my bed 15 minutes fast. You'd think after years now I'd catch on, but I think it helps haha
Actually I don't mind owing, just not $1700. When you get a refund you gave Uncle Sam an interest-free loan on that money.
On the other hand, over-paying and getting a refund is kind of a forced savings plan. Now get out and use your refund to buy something that makes you money :)
$1700 would get you started on a rentable property in Las Vegas or Orlando...
