Title: White Wheel Touchup

Would like to keep the white wheels on my '91 GS! The PO didn't take care of the wheels. Wheels are chipped and dirty. Any suggestions to cleaning and repainting the wheels? I would like to clean them, maybe a light sanding or rough up with scotch bright then paint. What paint should I use? Any suggestions?
