Title: $5 Carb Balancer Question

I'm looking at the diagram for the $5 carb balancer and noticing the restriction red lines on the left and right sides. Can someone clarify what these are and what they are for? What should I pick up at the hardware store to use for that?

Anybody happen to have a picture of one of these things built?

I didn't use restrictions there.  I think the reason behind those is just for when first starting the bike with the tool attached so that if it's way out of balance it doesn't suck water through the engine.  You would remove the restrictions once you are actually adjusting things.  I sucked a full tube of water through one of my cylinders by accidentally revving when I was adjusting the screw and it didn't hurt anything.  I just revved the engine a bit to evaporate the water and blow it out.
