Title: What are these bolts and are they supposed to leak oil everywhere?

Hopefully the title should grab some attention.

I was changing my clutch cable today and noticed these two bolts right above the cam chain tensioner were loose.  I'm not sure what they are, but they look to be leaking oil.  They are featured right between the tops of the carbs in this picture.

I looked in the "Top End" chapter in my Clymer's manual and didn't see a peep about them. 

If anyone has an idea, please let me know what they are, if I should be worried about more than them just being loose (damage from being loose), and what you think I should tighten them to (10mm bolt).

I'm thinking cam chaing guide and tensioner bolts. Number 6 and maybe number 14

Bolt #6 and gasket #7.  Might need gaskets.  I think both bolts go into chain guide #5.  So I would remove one at a time, clean and inspect gaskets.
