Title: Should I replace the whole thing?

2005 GS500f

If the starter clutch is slipping should I replace the entire thing or just the rollers, pins and springs? The bolts Had backed out and snappped in two that hold the starter clutch to the rotor and ruined the threads on the generator rotor so I replaced the rotor but when I put it all back together now the starter clutch just slips. I torqued the rotor to 90 ft/lbs.
