Any ideas on how to get to this screw? Considering it's in the wrong position (f%$k the previous owners of this bike, seriously), am I supposed to be able to rotate that piece freely?
I don't know how far ahead I can go with taking the front wheel off with the speedo still connected, but I tried pulling the cotter pin and couldn't exactly get it out and don't feel like working on the bike at the moment.

You'll need to loosen the axle. The speedo cable should come off and go straight back before bending up. Yours is coming off the wheel going up. It needs to be rotated to the proper position. Then you can get the speedo cable off without any obstructions.
Since the speedi is a little module separate from the wheel, the wheel can come off without removing the cable.
Likewise, loosening the axle you should be able to rotate the speedo module to the proper position without removing the wheel. You may have to spread the forks a little at the bottom, but that is do-able and it won't take much to get it where it belongs.
Simple - so no need to get worked up over it. You can do it.

This is an easy job. It'll probably take you 15 - 20 min. tops. I just had my front fork apart to replace my fork seals and during reassembly almost did the same thing that your PO did. There's a tab on the inside of the fork and a tab on the top of your speedo pickup to keep the pickup from spinning, and they're [obviously] misaligned.
Pop the axle out, pull your front brake. You should be able to wiggle the front wheel around enough to rotate that pickup just 1/4 turn clockwise to get those tabs on the other side of each other. Like adidas said and showed in his pic, the speedo cable should be horizontal coming back from the pickup.
Pop the axle back in, and give that pickup a turn counter-clockwise to make sure that the tabs keep it from rotating. Reassemble front brake, axle, torque.

You should be able to do it without removing the brake. If you feel you need to, just unbolt it and leave it on the rotor. Then you can move the wheel more if needed. Taking out the right side spacer will let the wheel move plenty to the right. Since your axle nut is on the right side, you can pull the axle just enough to remove the right spacer. If your nut was on the left, you'd have to pull the axle out to do that.
Loosening the axle then spreading the fork bottoms 1/4" should do it.
You're not completely removing the wheel no mater what you do, so center stand should be fine. No need to get the front wheel off teh ground unless you decide to completely pull the axle (which you shouldn't have to do).
Thanks for the suggestions. I am actually taking the wheel off, though. That's how I ran into the problem in the first place, because I'm going to be changing tires soon.
I never pull that speedo cable screw when removing the front wheel, just leave it attached to the speedo hub in the wheel which falls out after the axle is pulled and the wheel is rolled forward. Also, it's easier to unbolt the caliper from the fork when replacing the wheel but not necessary.
There's a lug on that hub that should be located behind a lug on the fork slider when putting it back together, it keeps the cable/hub from rotating up that way.
