Here's a stupid question: I removed the carburetor for cleaning, and ended up with it out of the bike waiting for parts for way longer than I thought would be the case. Problem is, now I can't remember exactly how the two nuts on the carburetor end of the throttle cable are supposed to be arranged. Should one nut be above and one below the cable guide on the carburetor, or do they both go below the guide?

One up, one down.
The bottom nut (adjuster) should be below the cable guide. The top nut (lock nut) should be on top. Use the bottom one to adjust throttle (I leave a little under 1/4" of free play), then tighten the top nut down to secure it.
Thanks to both of you. One up and one down was the way I blindly did it at first, and the way it is at the moment, just because it made sense that that would be the way to lock everything in place.
One of the reasons I asked about it, though, is because as it currently stands, the cable does not seem to be long enough and having both nuts below the guide would give me a little more cable length -- I'm just not sure what's proper. This is the same cable I disconnected from the carburetor, and other than hanging in place while the carb was on a worktable, the cable has not been re-routed. Before the carb was removed, the idle speed responded in both directions to the idle adjustment screw, which I think means the screw was in good contact with the throttle stop tab on the linkage that moves the throttle valves (I admit I may be missing something here). Now that the carb is back in the bike, the stop tab is several millimeters from making contact with the end of the screw. It's possible the screw got turned during cleaning, but I don't think so. When the carb was removed, the throttle valves with the tab stop in contact with the screw were nearly closed, which I think is normal for idle. Now, the cable at full extension holds the valves open somewhat.
So, there may be another question -- if the nuts go one up and one down, any idea what might be going on with the cable length?
Can you get the adjuster any higher?
No, I don't think so. The bottom nut is in the recess that keeps it from turning, the top lock nut is snug against the top of the guide, and the metal cable end is snugged up against the lock nut. I think this should give me max amount of exposed cable running down to the throttle link. Also, the adjuster up at the throttle handle is screwed onto its threads as far as it will go.
Alright, everything's fine now.
Turns out that while the throttle cable was slack with the carburetor out of the bike, the cable had jumped out of the track up at the handle, and that was taking up a lot of the cable length I should have had to work with.
