Title: What's this part actually called? Speedometer Cover?

it's part #6.

Mine is all damaged up from a drop by the PO.

I'm slowly looking to replace all the damaged parts on my bike as best as possible.

I call it a housing but the term cover would describe it as well. It holds the gauges

It is the black plastic cover over the back of the gauges. It also holds the bulbs for the 4 indicators.
1989-2002 are compatible.
2004+ changed the tach side so there is no hole for the tach cable.
Given that, you can use the 1989-2002 ones for a 2004+ bike because the tach wires will go in just fine.
You can not use the 2004+ one for the older bike with the mechanical tach cable.
