A few things, there are no GSXR 500E's, just GS500E's ...LOL
Secondly, I assume you mean carb adjustments? Youre not really clear on which adjustments. A rebuild kit is nothing more than float bowl gaskets and new float needles, ect.
You should check out our Wiki and do some reading as most of your questions on how to adjust the carbs are in it. Cleaning them thoroughly is essential. Synching the carbs is essential as well as valve specs

Hey, I think GSXR500E is pretty damn catchy!
The adjustments are probably the idle air screws, one under each carb, 2.5 turns out is a start.
This kit may have contained float needle and seat as well, and to replace them should not have adjusted them so should be ok.
Air Manifold Intakes can crack and allow outside air in which is a common problem with alot of bikes when the carbs come off and go back in.
Idle the engine and squirt WD40 where the Air Intake Manifolds mate to the engine and secondly the carbs (less likely probs here) . If there is any change in idle the problem is probably here.
If this is the case, first start by checking both connections and hose clamps are positioned correctly and tightened enough from both ends of both carbs. If that doesn't help new Air Intake Manifolds are needed.
A easy test, good luck. Eliminate the easy things first.
By the way, if the guy before you put a kit in without any necc adjustments did he know what he was doing? and screw something up along the way, sounds like a small o'ring is missing or something else not good with his handiwork.
He said after they put the rebuild kits in the bike wouldn't start is all he told me so what do u think would be the problem
We're are you located? Maybe someone here is close to you and won't mind helping? Another option is to take the carbs back apart, clean them and verify all the parts internally are there and in good condition, then adjust your mixture screws accordingly and see what you get. Another option is to send them to someone here like Buddha who will work them over and bench test them.
One other thing to need to do is verify you have a spark on your plugs as you need it to ignite any fuel you may get in the engine
