I used a citrus based calking remover. Looked very similar to your stuff. It worked, a bit slowly, but did work. Calk and latex paint is pretty similar.

OK. You didn't say it was for a rifle stock.
If it is shellac/varnish or even paint then use cheap oven cleaner. It will foam up, and dissolve the shellac in one or two applications. Do not use the new fume free stuff. I used WalMart brand -the old style toxic stuff made with lye. I believe easy off still makes the old style too.
I refinished a stock on an old mosin nagant using oven cleaner, then some sand paper. Don't freak out about hosing off the stock after oven cleaner. Once the finish is removed hose it off well and let it dry in the sun. Then start sanding. I strongly suggest wipe on satin poly by minwax. Many coats and super fine sanding in between.
My stock came out so well people now ask me to refinish their rifles for them.

If you don't want harsh chemicals I've had better luck using soy bean based products then I have citrus based.

I would be more inclined to do so except I'd have to refinish it in my basement Fumes = no good
What year/make Mosin do you have I have a 1929 Tula with a hex receiver Someone refinished the stock very poorly on it (looks good but lots of sloppiness is evident)
I figured I'd try my hands at refinishing my 10/22 stock first and go from there
If anything that's non-toxic and biodegradable can remove modern non-latex paints and epoxy I would be amazed.
Mine is a 43 tula. Nothing special, just happens to be accurate. I refinished the stock as described above. I posted my work on 7.54.net and they had a hissy fit. Yea, I know you shouldn't, but it needed it. I call it my poor man's hunting rifle.
I have a couple .38's which I adore. Never bought a 44 with the folding bayonet. Had opportunities, but they don't excite me at all.
So you are refinishing in a basement. That does not keep you from bringing the stock outside, spraying with easy off and hosing off. And fumes from minwax stain and wipe on poly is pretty minimal.
