Are progressive springs (11-1128) worth upgrading, over '08 GS500F springs? I have to do my fork seals (one is leaking bad, and started bottoming out), and was wondering if it's worth the price. I want to stay with progressives to keep the bike a commuter.

Progressives or sonics are a worthy upgrade.
They way the forks are designed, with internal springs and a sealed tube, they already are progressive. That is due to the air - the more you compress the fork, the more the air compresses which increases the force. If the springs were outside in the open air, then progressives would be more noticable compared to non-progressives.
I have progressives in one bike and sonics in others. I can't really tell the difference. Go with progressive or sonics. You'll be glad you did.
For a majority of riders, YES. However, it truly depends on a number of factors including your weight, riding style, typical riding surface, etc.
To keep it simple, if you are over 150 lbs your ride would likely be dramatically improved by upgrading your front suspension, even more so if you ride spirited or if you are heavier than that. 150 is really an estimate, some would say more or less I'd imagine but again, it truly depends on the rider.

I put in .85 springs and an R6 rear shock. It feels like a completely different bike now. If you do the springs in the front, I wouldn't go too stiff unless you plan on balancing out the rear suspension at some point.
I can second a set of Sonic Springs. I put in .85 Sonic Springs with 150mm spacers and a 115mm air gap and the ride is amazing. I didn't know what I was missing until I put these in. I also did it while I was doing my new fork seals. It was totally worth it. I also used a 15 weight oil.
