I've recently bought a '97 GS500 E. I still have some stuff to fix before it's ready to ride, such as some issues with the fork, so I can't tell for sure if the bike is limited or not but: I've seen in the paperwork that the listed power is 25KW which would be around 33bhp. Reading up on the forums I've gathered that the bike might be limited for new drivers and such. I don't live in the UK and where I live (it's in the EU) it would be legal for me to ride the bike at full power, especially since this is not my first bike.
So the question is how can I remove the limiter? It is my understanding that there are several ways of limiting the bike, but how can I tell which one is on mine?

Also I want to clean my carbs tonight, is there anything in particular that I should be looking for? How can I tell if it needs re-jetting?

Yes, that is the most common way to limit the GS500 is those disks on the carb side manifolds. They really should come right off once the carbs are off.
On the carb cleaning, heads up on the screws that hold the bowls on... especially if they have never been off before... they are a real pain, and usually strip whether you have a JIS screwdriver or not... Be prepared for extra measures to get them off, and I would suggest replacing them with stainless allen head screws.
Once you are able to have a look inside, take a note on what size jets are in there. The jets are stamped with a number on top, which is their size. You can report that back here, or take a look at the wiki to see if you would like to upgrade them to larger sizes. If you plan on adding an aftermarket pipe or airfilter - you might as well do the rejet while you are in there.

Bought some needle nose vice grips and they came off in 2 seconds flat.

Yeah, some countries overseas require learners to ride bikes under 33bhp, or restricted to that amount. The way they accomplish that on the GS is by those restrictor discs on the carb side manifolds. Really simple, but effective for the purpose. Much cheaper and easier than specific jetting and mixture to those bikes, and easy to reverse.
