Title: Carb Issue

I am having an issue with my bike. Its a '90 GS500 with 26,700km. When I am riding and rev above 4000rpm, the motor will hang above that rpm unless the engine is slowed down with the brakes, ie bike in gear using brakes when coming to a stop. Once below 3000rpm, the engine will return to idle.  I have taken most of the slack out of the throttle cable, to the point there is only a minute amount of free play in the throttle. the engine speed remain the same as I turn the handle bars from lock to lock.  When riding above 4000rpm, there is a noticeable amount of free play in the throttle, almost a 1/4 turn. When warmed up, the bike idles at 1200 to 1500 rpm no problem.  An suggestions where I should look?

No issues with vacuum leak.

Hanging idle @ 4k except if nudged by slowing bike - I'd guess lean on mix screw ... but 4k is rather high for that ... but could be.
Lean on the float ???
