I hope the USA/ Canada crew appreciate how hard I tried with the title.

Bought a new petrol tank cap from eBay and the thing arrived quickly from China but the screws are 10mm too short but also the bloody thing doesn't fit no matter how it's fettled or rotated.

Of course the cost to send it back is more than the whole thing. Plus they sent me the wrong style and colour.

Write an e-mail describing this to the seller, asking for a refund. Then if they don't, contact eBay/Paypal and they will give your money back.
They flaunt it everywhere that they cover annoying cases like this, let's see if they really do.

I agree with all the above. Be sure that if they do not attempt to resolve the issue that you leave specific negative feedback, stating the exact issue for later potential customers.

This happens routinely. Typically one has to go through the motions with eBay but the money gets refunded.

Have contacted and I've been offered a partial refund if I send it back within 45 days which requires express to guarantee $50 from oz. will just leave neutral feedback stating why. Agree it's a routine occurrence with China based sellers.

Tell eBay the seller is being unreasonable and ask for a full refund direct from eBay.

As it was about to be a total loss I gambled and had a play with the cap and some files. Got it to fit eventually. Asked seller to send me the correct bolts or refund enough to buy done so he gave me $8 (http://images.tapatalk-cdn.com/15/10/30/376e8ea66b4dd3910f3d7a6abab245b0.jpg)

Ha! Not bad! And it still vents fine? If so you may have beat the system, so to speak. Good for you!

Seems to be venting fine. The locking mechanism itself is pretty loose so I presume it vents through the gap around the cap itself.
