Should not be too hard to manufacture with an Arduino and some shift registers to handle the led outputs. Mind you that visibility of normal LEDs becomes pretty much 0 in full sunlight unless you run them at a brightness that is uncomfortable to look at.
The video is dark so it looks nice but this is a worthless unit when it comes to practical use.
I have a Acewell LCD tach but will probably put the linked shift/tacho lights on as well.
I used them for almost every race bike I have owned. Set em up right and you can use your offaxis vision to know when to shift ( ie you don't have to look directly at them because you use the colour to know when to change up or down). Off axis vision allows reaction times MUCH faster than centre vision.
