Title: Reading date of manufacture off the frame tag

Simple question but honestly don't know the answer. And this is the type of stuff that search engines are useless for. My frame tag has a manufacture date of 02/03. VIN states that it's an 03 model. Is the manufacture date Feb '03, or March '02? I think it's Feb '03.
