Embarrassingly I am back.
As a troubleshoot to another issue I am having I cleaned the carbs.
Upon reinstalling the carbs I cant figure out where this hose goes. I don't remember disconnecting it. Apparently the thing its attached to is called a vacuum chamber? I just cant find online what this hose connects to
