Basically I'm pretty sure that my problem is the same as this post from 2011, but they never seemed to have solved it.

Once completely warmed, the bike idles fine but after I give it some throttle it sits at 3k RPMs unless I force it down (IE with wheel speed or turn it off and on.)

It's a 5k mile '96 bike that I assume sat for a long time at some point in its life. The previous guy said he removed rust from the tank and rebuilt the carbs. I ended up removing the rust myself since it didn't seem to be done well (if at all,) so the carb work is questionable.
I went over all the things in the 2011 post already.
-Choke seems normal
-Sprayed car boots with PB Blaster which didn't raise RPMs
-For the O-rings I looked and couldn't find any. So then I looked at the exploded view and still don't know what rings they're talking about.
I'm thinking about just completely rebuilding the carbs. I found an all-balls kit that includes jets, gaskets, and needles for ~$80. If there is a better value kit out there, I'd love to know.
I also read something on the wiki that some aftermarket air filters with higher flow rates can mess with the vacuum systems unless you re-jet. I suspect that there is a small chance this is my problem as I have a mystery filter currently. If I could also know what a good OEM replacement filter is it would be greatly appreciated.
A final thing to mention is that my air-box is damp. When I wiped down the air filter the liquid was pink. I have no idea what this means.
This is as far as I've gotten before deciding that I should just ask for help rather than start tearing things apart. Any help or guidance is greatly appreciated.

yYou should rebuild the carb,insepect diaphragms, rubber boots.
Replace the intake boot orings, taht must be bad.
Look for mr72 post, i also made another about carb cleaning the 3 circuit carb where you can see some orings
They are common orings, you go to a place where you can buy orings in different sizes and they will probably have it.
A little update on the situation.
I found the O-rings that I need to check.
The previous owner also found them it seems.
The intake pipe was torqued down to the cylinder head as tight as the Philips bolts were able to manage. I think this (and heat) kind of caused the O-rings to deform.
There's also thread locker or rubber gasket maker spread all over the contact surface.
I'm going to clean the intakes up, buy new O-rings, and torque down the intakes a reasonable amount. I'll keep you updated when this doesn't solve the problem.
