the engine coughs and sputters out. Is this a fuel delivery problem?

Sounds like fuel to me... I had sort of the same problem a couple days ago except on a smaller scale. Mine just didn't want to pull. Check your fuel filter, if you have one, and if you don't know when the last time it was changed is, or if it looks dirty, change it.

EDIT: And just check all valves/lines. Make sure the petcock valve is open fully, and make sure there are no right angles or kinks in your fuel lines.
I'm not sure what the regulations concerning this is in the USA, but in the UK alot of the bikes are restricted, as if you get your licence before you are 21 you have to be restricted to 33hp for 2 years. A restricted bike would show those symptoms. Is there any chance that the bike is restricted? Perhaps it is a eurpoean import?

Actually mine was just a very old filter, I swapped in a new one and the bike runs like a champ now...

is it just me, or is everyone encountering a problem like this lately. happened to me yesterday, put it on reserve, ran fine. but that's just cause i was 'bout out of go-juice. :lol:
Yep happened to me too... I guess wiht gas prices soaring into the $2.00+ range I dont want to fill up just in case gas drops next week and I am still riding on 1 week old $2 gas... I'd never permit that to happen... so I dont fill up. So after that happened... I puched the bike home... and on the way to work it happened to my truck... and guess what... it was nice pushing weather in Charlotte this morning...
