Well I got the damn bike back together finally.  Front forks seem great now with 15w oil.  I haven't really looked at it all that much yet, but I can hear it buzzing on the expressway and when I'm slowing down without any brake I can hear it.  Is the tire not in there correctly or did I do something wrong putting the brakes back in?  Well I'm going to take a look at it tonight and hopefully find the problem.

this is a question with no answer.
put it on the center stand, get a jack under the engine, raise the front and see what is wrong.
you have to answer it yourself.

Try this...Loosen the front axle. Push the bike against a wall or other non-movable object. Push down on the handlebars several times without using the front brake. Tighten the axle back to spec. Take it for a ride and see if there is still any problems.
Common sense in not very common.
