I've got the holes drilled for the killswitch mount and the choke mount, but the choke doesn't want to slide over the new bars.
What would be the best way to get that thing over the bars?

You sorry man no way around it ... sand the bar to where it will fit, but its powdercoat you'll be sanding so it will go fast ... not like metal ... sorry ... but leaving it un coated was not the better option ... you can sand till youy have a thin layer of the powder left ... whihc will save its ass as well and fit fine ... I used smaller OD tubing on others before and it was too loose ... like duct tape under the controls loose ... so No other easier and yet good option ... sorry
Cool.
