Oil filter bolts broke off

I was doing an oil change on my '90 GS and after draining the oil I went to take out the filter. Two of the bolts snapped in half while I was taking them off (i didn't notice until after they were both off, i didn't bother trying the 3rd).

How can I get the part of the bolt that is still in there out?

Also, I was doing this to winterize the bike. Is it ok to just put new oil in w/out draining the oil from the filter and leave it for the winter and do an oil/filter change before i ride again next spring?
