trouble getting into first gear when stopped

I have this problem when I pull over and put the bike into neutral *after* coming to a stop. (Leaving the engine running because I'm fixing my glove or whatever).

I do the double clutch thing too. Clutch in, won't shift? I just let the clutch out fully, then pull it back in and it shifts every time

edit: It just occured to me that it happens after every time I put it into neutral without turning off the engine and double clutching always works. I wonder if it's a safety feature to prevent you from putting it into neutral and then into first accidentally.
