At it's political, military and economic zenith the Roman Empire was administered by about 150 civil servants. Incidently they had one of the smallest "per capita" armies in history as well.

The London Borough of islington has about 150 people in it's parking department. If you think that is bad.......

The country of Bosnia, pop 4 million, has 150 ministers and ministrys to run it, total number employed is like the air fare to Paris,...no one knows.
