When i spin my rear wheel by hand i can hear the pads touch  (brush/scrape sound) on part of the rotor.  This sound does not happen if i spin my front wheel.  Is this normal - do the pads float in the back and might lightly touch the rotor?  Or do i need to adjust something?

If it is not making that brush noise the entire way around the rotor then most likly your rotor is slightly warped.  If it does not affect the spining of the rear wheel than it is not that big of a concern from my knowledge.  If your brakes are old than you might want to replace the rotor and pads.
