Best time to check float height?

I'm trying to figure out if my floats are wrong. I keep taking readings but I'm not getting consistent results. Sometimes it will be 1" under sometimes it's correct. I've taking readings when the bike is cold and just after I rode it for 20 minutes. After I ride it seems alright, cold it's about 1" under on both sides. So what's the correct reading?? 

PS funny symptpms on my bike. Consistently stalls out at stop lights till it's warmed up. Then I turn off the choke and it seems to idle fine although occasionally bogs down when I WOT. Once it warms up it MUST have the choke off else it will die at stoplights. Go figure. Any ideas?

Float reading - anytime when the bike is on the centerstand and the frame petcock is set to PRI and the drain screw is left open.

Symptoms - Normal.

Bogs - it's too rich, but we need more info, such as:

When do you go WOT?

And the last symptom - Normal, for rich carburetion.
