New bike fuel/carb issues

I just bought a red/black '94 GS500E, 4.5k miles, slightly abused.   A few questions:

(1)  The bike has a K&N lunchbox and a Yoshi can in back.  According to one jetting guide on here, 140-150 mainjets and #40 pilots are recommended.  How does 145 / #40 sound as a starting point?  It's not been rejetted at all yet.

(2) In addition to the two nipples on the petcock and the water drain nipple on the bottom, the fuel tank has a 4th nipple on the bottom. It's L-shaped and has a little rubber hose plugged by a bolt connected to it.  What is its purpose?  I haven't removed the hose yet to see if fuel would come out.  I also don't have a manual yet, though I'll buy a Clymer in the near future.

(3) Anyone have a complete set of carbs (posted on for sale/wanted as well) for sale?  The right one was damaged when someone tried to drill out the pilot jet and made an awful job of it.  The left one has the little vacuum tube on the side snapped off.  It's a wonder that the bike ran at all, let alone as well as it did!   And fie upon whomever worked on it and brought it to that state.

If you do rejet and order the 140's.  I'd suggest you order 145 at the same time there only like $6 if you go through chapperal and shipping is like 10 each time so get it all at once.  Can't help ya with anything else.

Actually, a local bike shop sells jets for $1.50 per side.  I have 135, 140, 145, and 150 :)  If anyone'll need the extra jets after I'm done, they'll be free if you pay postage.

Is there fuel behind it or is it to vent vapours from the filler?  The hose looks a bit sketchy and I'd like to replace it, but the tank is full and I don't want a surprise!
