What is the purpose of drilling, tapping, and plugging the holes in the slide?

Yes ... you're screwed and cannot return to the normal world where people dont talk in tounges ... yes, you're stuck in the world of 118 jets.
Cool.

It would seem to be to slow the slide's rate of rise to match the kits fuel delivery characteristics.  Some Dynojet kits go the other way--they accelerate the rate of rise for better performance.

Personally, I would not do this step until after I road tested the kit needle and jets by themselves to see if the slide mod was necessary.  I prefer my performance enhancements to be reversible.

This will not be neccesary if the needle taper wasn't that steep BTW.
Cool.

My bike runs fine after I went to stock needles and drilled out the restrictors.  I know the above was tongue-in-cheek, but still ...

Yes drilling it back out ... BTW, I can plug one hole without having to drill with the DJ drill at all, if I thought it was needed. A 4-40 tap is prefect and you install a nylon 4-40 screw available at lowes, cut it flush and sand smooth.
Cool.
